When I spoke to the CCCS, they told me to halve everything for bills, christmas etc.
As far as your children go, you get the CTC and CB, so that would not be declared as income (assuming they are not his children?). Not sure about the clothing costs for the children, but the CCCS will advise him on that when they talk to him. They will go through his figures, and help to work things out. You will be able to review things then and see what your joint finances will be like.

I think the thing to remember is that the SOA is to ensure that your priority bills - food, mortgage, council tax, other secured lending, heating, water - are covered first. Any money left over is then allocated pro rata to the non priority debts. So yes put down his half of everything. It that means that the other creditors have very little money being given to them, then that is tough at the moment. As others have said build a little bit of slack into the system, to take account of price rises in the future.
