Government mortgage rescue package

Following the Governments announcement yesterday regarding a mortgage rescue scheme, does anyone know what it involves, or are the details to be announced?

I did find one link, but it only mentions about it being available in England?
We are in Scotland.

Any info would be greatly appreciated
