I have been offered a place went via agency and pay is ok but they want me to commit to 18 month contract. Is it possible to leave before that?

Of course it is, just walk out.
On the other hand you could read the contract and see what it says. You may have to give one month's notice before quitting, you may lose holiday pay if you quit without giving proper notice. You may also get a sh*te reference, but the bottom line is you can quit when you want if you are prepared to suffer the consequences.
Just remember that they can't "punish" you for quitting early, they can only get back what it costs them if you quit early.
The thing to do is read the contract before you start.0 -
