It's impossible to say whether £13k is a good price or not, i spent 25yrs driving a Knowsley cab , they're going for about £20k at the moment and yet just 10 miles down the road as already said a Liverpool one can fetch £55k.
I did mostly nights when i was on the cabs, but in Knowsley we don't have any nightclubs, not even a cinema, so once the pubs had closed all the work dried up.Liverpool is one of the wonders of Britain,
What it may grow to in time, I know not what.

Has anyone looked at the original posting date? If the OP hasnt made his mind up yet then that cab has probably turned to rust by now!
