Heating in the winter - whats best

I live in a flat with no central heating, I tried storage but they are so uncontrollable when it comes to being too hot!

I've looked around but i don't know what i need - i want something that is electric (no gas supply), that heats a room quite quickly and doesn't eat the electric (!) what do people recommend? Oil/Panel/fan? what do these brouchures mean but "back ground heat?" is that what i want? i don't get it!

    halogen heaters are pretty good, low on electric apparently, and can be moved from room to room easily.... we have a couple for instant heat like in bathrooms or when working in kitchen.

    the only bummer is the bright glow which can be annoying, but then it saves on lightbulbs!

    I find my new laptop on my knee to be extremely warming, can't wait til winter to see if it makes a difference lol!
    I'm just a seething mass of contradictions....
    (it's part of my charm!)

    Halogen heaters are ok as long as you are sitting infront of them as they heat objects not the air. Also like Maz said the glow can be annoying. For general heating oil filled radiators tend to take a long time to react. I have tried them but prefer convection heaters. The give out instant heat and you can switch them off when you go out the room. Some people dont get on with them saying they dry the air too much, I dont find this. People say Oil filled radiators give out a cozy feel but I find you need a couple of them if wall mounted. A thermostat is a must to stop a room from being overheated.

    I have got a 3KW dimplex convection heater in the front room, 2kw ones in the kitchen and the other rooms.

    Whichever heating solution you choose you get the same amount of heat for the electricity they use no matter if it oil filled radiators, convection heaters or halogen heaters. A 1KW fan/oil filled/convection will produce the same about of heat as a 1 kwh, 1 bar electric fire. Dont be fooled into believing any claims that heater X is cheaper to run than any other, possibly with the exception of Heat Pumps. I have heard these can be prone to icing up when it gets cool.
