to cash or not to cash that is the question!

I have just been reading about someone with an endownment policy who wants to know if they should cash it in. We have a policy with Scottish Provident which matures 2014 for which we pay £13.70 per month and the target amount is £10K. Is it worth us cashing this in now? It isn't attached to a property. It says with profits traditional what ever that might mean!!
