One question, I just started claiming WTC and OH is claiming CTC, would the CTC go in bankrupt's income even though bankrupt is not claiming it but OH is?

My thoughts are that the surplus is calculated from the BR's income, but the non BR has to make a reasonable contribution to household bills, up to 50%.

In that case I would think that his tax credits would be placed in 'contributions from others in household' as income and used up against the family expenditure.
I would not expect his tax credits to be added to your income in the assessment of an IPA
