Not sure what happens when you are paying from balance - are you sure that your paypal balance has been reduced by the full amount and not the discounted amount? Look at your actual total - not the history as that will not include the discount.

I looked at mine carefully. This is how it worked for me:
The whole amount "appeared" to have been taken but on looking closer, it shows somewhere that the "discount" shows as a voucher, and the remainder comes off of your credit card or whatever.
