Disabled people and VAT

I am aware that disabled people can get certain goods and services that become free from VAT. Is there any way that a disabled person could claim VAT back on their heating bills? Or some exemption from VAT on their heating if they are say serverely disabled enough to have to live in sheltered accomodation?

I ask this as we are in a unique situation in that we are housebound and have no choice but to run the heating to keep us warm. We cannot go out or do brisk excersize to keep us warm and nor can we afford to run our heating as we would like. We do not even qualify for a cold winter fuel payment as we are not pensioners.

Alas, there are no reliefs from VAT for disabled people - other than some 'aids for the handicapped' being zero rated such as wheelchairs, etc.

VAT is an EU law and the UK has no power to remove VAT from utility supplies without Brussels approval.

The only concession is that domestic fuel is charged at the lower 5% rate of VAT. If you do live in sheletred accom, make sure you are being charged 5% VAT on your gas/elec and zero rate for your water.
