Council Tax

My fella was unemployed for a year or so and on benefits. He was exempted from council tax from December. However the council have made a mistake and recorded that he only started claiming benefits in May of the next year. So the council kept claiming that he owed them over £400. He sorted it out with them, but by then it had been passed to bailiffs, who responded by threatening to seize a neighbour's car. The council have now said he needs to get in touch with DWP and get a letter from them proving his claim dates. What are his legal options? Is he going to end up liable for this money?

As the council have said. He needs to get a letter to prove he was on benefits at the time. If the letter confirms he was on benefit, he will not be liable. If however the dates are not as he originally said he will have to pay the difference.
