Thank you for all your comments. The thing that confused me more was that the job I applied for is within the same company I work for so if my previous employer gave me a bad reference I would not have got the job I am in now but also if my present employer had a problem I have no doubt that something would have been said to me about it. I have wrote the letter so see how I get on. Thanks

That's true. The only way this can make sense is that the person writing the reference had some reason for believing you were unsuitable for the new job, lacking some key skill or something like that. But especially as it was an internal application, I feel you have at least a moral right to be told what prevented you getting the job, if not a legal right!
