help ....car ...dispute

hi all, apologies if this is in wrong area ..just thought this a good all round discussion ground for my problem.
I advertised a car in a pub car park, had someone interested who said he would find a buyer, price discussed (10k) ..car taken away for inspection (the guy is a friend of a friend) ...after inspection he advises that it best if 2 new tyres and exhaust fixed and car MOT'd (500 ish which would be taken off the price when sold) fair enough! ....2 months later was told a buyer was interested and was just waiting for the MOT, this story dragged for 2 months, it then transpires that this guy is still doing work on the car, and is seeking a buyer .......(the short story!)
6 months later and he is still telling me that he has to advertise it!! ...so enough is enough and i tell him i'm coming to pick it up, i will sell vehicle and honour any monies he has spent when I have sold the vehicle.
he then rings me back and says that the vehicle is not moving from his house until i pay him as the costs have risen dramatically over the £500 ....i still turn up ready to do battle arguing that the car has cost me well over 25K over the last 4 years, but car had been moved and it seemed obvious he was not budging.
so i called the police, who very helpfully explained that it was against the law to withold a persons property, even though, as in this occasion, work had been carried out on the vehicle, and in essence this was tantamount to theft ! After a 2 hour wait the police advised they were dealing with other emergencies and it may be better for a local officer to visit the next day by appointment.
The next day i had a call from local police, who 'sharply advised that this was quite simply a civil matter and if i wanted to get the car then i would need to pay his invoice (he is a private individual, not a company), when i explained that i did not have the invoice or the (undisclosed amount of) money to pay as it was tied up in the car, the pc explained that i had better get my head around the matter and get a bank loan! the case was closed on the basis that ...this guy has a 'propriortory interest' in my vehicle !!!!
.....undeterred, i rang 3 other police forces, who all advised that despite the situation looking grey and fuzzy, with verbal contracts etc .....the situation was quite clear and provided i wrote to this chap giving 7 days notice to return the vehicle, and if the vehicle was not returned within 7 days, then i am able to report it as stolen??
I'm a little confused with the whole situation, and would love to hear advice from anyone who can shed any light on the matter :-)

Wow so sorry to hear about this, this is quite obviously a scam by this guy to bleed as much money as possible out of you. I would get that letter off asap and then after 7 days report it stolen. Hopefully the police will be able to do more then. Eeek.. I hope someone has some good advice for you xxx0
