How to get washing powder stains out of sofa covers?

Hello! I did a quick search for this but couldn't find any info. I washed my dark blue 100% textured (thick) cotton sofa covers and they came out of the machine completely ingrained with washing powder. I stuck them back in on a long rinse wash which made no difference whatsoever. Now it's dried in and scrubbing them seems to ingrain the powder even more. 
Can anyone help? I thought of maybe soaking them in a cold bath then giving them a scrub.. would that work?

It might not be soap, but just a general build up of dust etc, if it was soap then it should have dissolved when you tried scrubbing.
I would try soaking them in the bath, it can't do any home.
If all else fails check out your local launderette, they might have a big machine, in which there would be loads of water sloshing around, you might have to ring round to check which one has the biggest capacity.
