VAT on service provided was tested in the pcs Union Case and was decided on apportionment much to the dissappointment of PCS union who were humiliated in section 33-34
Councils are in direct competition with private contractors who supply bin collection services for businesses and so should the VAT man come sniffing, councils would get nailed on that rather easily.0
