The prison can change his shifts giving him one weeks notice, due to the needs of the business, however they cannot force him to work more than 13 hours per day even if he signs a 'opt out' form. My understanding of the WTD is that as long as they do not exceed a maximum number of hours of 48 per week (including overtime) averaged out over the year then they are not contravening the law.
They are entitled to 11 hours rest between shifts according to the WTD, and 24 hours uninterrupted rest in addition in every 7 day period. I know that offshore workers have all had to amend their shift patterns from 2 on 2 off to 2 on 3 off to accomodate this.
