You have to sign up to the website (kind of a trip advisor site but for your local area) and then answer the question (the answer is Brasilia). This entitles you to one ticket if you win. To get another ticket you have to review somewhere (I did a review of my local pub, just a coupel of sentences) or invite five friends to the site.
If you want to increase your chances of winning just keep writing reviews, for each one you submit you'll stand another chance of winning.
