which mortgage for an RTB council house

Cousin is looking for some advice on a council house purchase. He wants to buy my aunts council flat but although in full time work, has a limited budget. My aunt qualifies for a 70% discount from the local council via the Right To Buy scheme. She is 72 years old and my cousin doesn't live with her. Actual purchase cost will be around £12000 similar flats are selling around the £40000 mark. hope this is enough info.
Is looking at the cheapest way possible as he has a fairly large loan at present and doesn't want to take out another until this is paid off.
Any advice greatly appreciated ;D
