Debt - Addressee Deceased

Hi, im looking for some advice.....

My mum died about 3 years ago, and she had some debts which were paid from the estate and it was all settled...

However, today a letter from a debt collection agency 'Thames Credit' has turned up, for an outstanding amount. My dad never saw anything in the paperwork at the time regarding this company, but the company (in the letter) says they owned the debt from before this date when my mum was alive.
They obviously know, from time, that my mum is now deceased. But the letter was addressed to 'The Occupier' not to my mum or dad.......

Can they still claim from the estate after such a length of time, does my dad just ignore the letter??

Any help greatly appreciated,
Is the glass half full, or half empty??
