You both complete the SoA section of the online forms, but on your form you put all joint outgoings in full and just your personal outgoings, your OH does the same on their form, your OH's contribution on your form will be half of joint outgoings only and vice versa.
You do not submit a paper one at a leter date, once you've submitted your forms and printed them off they will be the SoA the OR works with to decide if you will get an IPA.

I would put down in your I&E the actual amount you should be paying, as that is the true figure for your budget.
As for rent, you will need to put down what ever your rent is but it will need to tie in with your rent agreement. Our was and still is £850 per month.0
