Is endowment selling proceeds taxable

I am looking at maybe selling my endowment i have been offered 23000 for it this money will not be used as savings but to knock a hole in my mortgage and pay off some other debts, however nobody seems to be able to tell me if it is taxable or will i actually get the 23000 i am a normal rate tax payer in employment.
Plus anyone recommend a good company to sell to other than AAP AND lsw WHOM IVE HAD QUOTES OFF.
