Reg/dis + DLA = free road tax?

When my wife was notified she would be registered disabled and receive mobility living allowance at the higher rate, about 5yrs ago, although neither of us drive, we applied for (and got) a blue badge card, so that when anyone used their car to transport us they at least had access to parking bays. This has worked well.
We have now been told that if we had declared that our daughter was the primary car user, she would have been exempt from road tax. Is this so?. Why we didn't was because she was in the forces and not at home. Even so, this has never stopped her coming home, in fact she now visits us fortnightly, even weekly sometimes and when she does, we are in her car almost non-stop, ie shops/outings etc.
Maybe someone might like to clarify this for us, and if the information is right, maybe someone would suggest the correct course of action we should take to action her road tax saving, as clearly she is our primary car user.

the car has to be registered in disabled persos name and can only be used for transporting her or going shopping expressly for her.0

The car doesn't have to be registered in there name you can nominate a driver however the car must be used for them for trips or errands.
I got a free tax disc on my care my daughter only just turned 17 but gets higher rate DLA If you get higher rate you are automatically able to get a blue badge
Road Tax Exemption
If you get the higher-rate mobility component you, or your appointee or nominee, can apply for exemption from vehicle excise duty (road tax). For further information, you can get leaflet V188 “Exemption from Vehicle Excise Duty for disabled people” from main Post Offices® branches.

Using the vehicle
To claim exemption from vehicle tax, the vehicle must be registered in your name or registered in the name of someone you nominate to drive for you (a nominee).
However, the vehicle must only be used for your purposes, for example shopping or getting prescriptions.
If it is being used by the nominee or someone else for their own personal needs, then the exemption will be lost and the normal rate of vehicle tax must be paid.

The car doesn't have to belong to you, or have to be in your name or be registered to your address, as long as you have access to the car in question I think. As my uncle had the disabled road tax disc of my mums when she was ill.

Now it runs out on end of Jan but she still gets higher rate dla. Do I need to contact DVLA again for exemption
is it the tax that runs out end of jan? or your daughters exemption certificate?
If it's the tax disc then you just renew as normal (reminder form or logbook plus insurance, MOT and exemption form DLA404 at post office) or via phone/internet, any time from Jan 5th onwards.
If it's the exemption form then you need to contact the DLA (not DVLA) for a new form if she still qualifies, do this at least 4weeks in advance of the expiry date as it takes them awhile to re-send it. Their tel no is 08457 123 456.

If you were to put the exemption on your daughter's car then the car can only be used for your wife's purpose. Which would mean that your daughter could not use it to go to work etc.
It can only be used to take the disabled person out in, or to run errands on behalf of the disabled person.

Its the road tax as we have an exemption because for her disability. Its a private car its used for her use to drive her about her personnel taxi
