mse way to reupholster a seat

Im hoping there are some old-style moneysaving tips to be had with upholstery. Im trying to restore a seat for a classic car and to have it done professionaly would probably cost to much.
I've stripped it of the old vinyl covering and removed the stuffing. All the springs and frame look intact although there is a little surface rust on the frame - can anyone tell me what i can use to rub it down to get rid of this
and also the most moneysaving way of restuffing and recovering it - still want to go with Vinyl.
