  • They do charge the fee if there are insufficient funds in the other persons Paypal account... I know.. as I got stung recently :(

    If there are insufficient funds, AIUI you only get the money that they can recover. Is this what you mean, or did you specifically get a refund minus an administration charge?

  • I agree that the system of feedback needs looking at. I recently had a shirty message from a seller asking me when I was going to leave her feedback for the "beautiful item I had recieved at a bargain price". My reply was that as a buyer I always awaited feedback from the seller first and since she had received prompt payment (she got the cheque the next day and indicated as such), and I had communicated well with her.. I really was awaiting her feedback. All I had was another shirty message telling me I was going against ebay protocol and buyers were to leave feedback first.. I wont be bothering.. yes the item is fine.. but it took almost 3 weeks for her to send the item and her snottiness has put me right off! I think some of these people just make up their own rules

    In order for a transaction to be eligible for Buyer Complaint Process review:
    ...
    You must not have received the item that you purchased.
    So, for items not received, you are always covered by paypal, but for items not as described you are only covered if paypal buyer protection applies. Confusing or what? :rolleyes:

    This is yet another reason to fund your payment by credit card.
