Does it work the same way as HB insomuch as it's based on income (or lack of) and any savings? As I know in the legacy benefits if you fail the ESA assessment, you don't have to claim JSA to get HB.

ID for universal credit claim
Was just reading about claiming UC, can anyone tell me if you can verify your identity online without photo ID? I only have things such as birth certificate, national insurance card and tax credit letters etc but no photo ID.
