Can I transfer a balance from someone else's card to mine?

Hi folks,
My wife has a couple of grand on one of her credit cards that is shortly to lose it's 0% interest rate. I was wondering if I could apply for a new card with another company in my name (I have a better credit rating) that has a good interest free balance transfer deal and transfer her balance onto it?
My wife doesn't use my surname so it would seem to the credit card company as if the balance was coming from someone not related to me - does this matter? Is it even possible to transfer balances from other people?
I'd be grateful for some advice.

I've transferred balances from my cards to my gf's card a few times - it's worked fine.

I have transferred husbands and vise versa. They only ask for a crad number and don't seemed bothered where it is coming from as you are claiming not passing on the debt.

Yes. Has done between mine and my wife's cards.
