What Smart Thermostat to get when you have lodgers

Hi all,
I've read so much about all the different smart thermostat and am more confused!
Basically, my old thermostat is broken and I'm considering buying a 'smart' one.
But I do have lodgers and in the past some have revved the heating to full blast 31 degrees in mild winters at great cost to me.
Which smart meter would allow me to:
1. Control my heating from my phone but not allow someone else to randomly use it as they fancy
2. Show me a breakdown of energy used (one of them will be working from my home from now on and I'm dreading the cost, I want to be able to work out accurately as possible how much more he's using as he's liable for this. I'm not paying his business energy bills as well!)
I don't really want it to come on whenever someone is indoors, I generally set it for one slot in the morning and another one in the evening, at weekends I'll include daytime if it's cold. I'm not at all mean but I have had such bad experiences in the past and I'm not the most assertive person)
Any advice?

If you have a compatible Worcester Bosch boiler, their Wave smart thermostat will allow you to control the heating from your phone and lock the unit itself to display only.
The app has a 'history' tab that will show you consumption measured by the boiler, divided into heating and hot water, although it only shows month to date and previous months (or accumulative), nothing fine grained.
While you can (and I do) set it for home presence detection, that would require everyone to be 'detected' to have the app on their phone, which would give them full control, so not much use in your case anyway.

Honeywell has a range of smart/non-smart thermostats.
Can I lock my thermostat so that no one can change the settings?
The following thermostats offer keypad lockout settings:
