Stop private parking companies charging disproportionate penalties in car parks

Private parking companies can set the amount they charge as a penalty if you overstay in a car park, park outside the markings of a bay or otherwise contravene the T&C's of the car park. The charges need to be capped to stop unscrupulous operators. No regulator exists to oversee the sector.

Last week, yesterday, today, next week, probably 1000's of parking tickets will be issued around the UK in car parks where you shop, Sainsbury's, Tesco, Asda, Morrisons, Lidl, Aldi to name a few.
These supermarkets employ Private Private Companies to monitor
the car parks and from what we can see, these private companies offer a percentage scheme to the retailer if they are employed by them.
All the supermarkets are fully aware that the charges are exortion but allow it on the basis that it stops those who wish to abuse the car park and walk out to do their shopping elsewhere. Of course this will happen but it will be such a small percentage and those who do shop in the supermarket are being penalised and treated with contempt.

Please understand that with a great number of tickets issued, people just pay up without question so the Private Parking company laughs all the way to bank, quick, fast easy money them and maybe a slice to the supermarket ?

Most, not all Private Parking companies belong to a scheme called BPA (British Parking Association) which was set up in in 1968.
The companies pay the BPA for membership so they can proudly display the BPA logo on their paperwork and signs in the car parks they monitor.
The BPA set up what they claim is an independent appeals scheme called POPLA (Parking on Private Land Appeals)

IT WORKS LIKE THIS:-
1: You receive a ticket in the post or on your windscreen. In reality even though it may look official, its only an invoice, nothing else, We can all run similar paperwork off from our computers and it will be no more legal than the one from a Parking company ( NB: This information covers Private Parking companies and NOT councils or the police)
You are at liberty to reject this invoice to the Parking Company.
Mostly your rejection will be ignored or fail. They then give you the opportunity to appeal to POPLA and they should give you a number so POPLA can reference it. It is made clear that if you appeal to POPLA and you lose, you also lose the benefit of the discount previously offered. You see POPLA charge the Private Parking companies for this service.

POPLA:-
Popla state that up to 50% (47%) of appeals are won by the motorist meaning the Private Parking has lost and therefore they are bound by the decision and its closed.

If indeed this very high percentage of appeals is correct, it means that 50% (47%) of the tickets are WRONG and should never have been issued ? It means that 50% (47%) of motorists have been issued with a ticket demanding money that were WRONG.
The BPA are supposed to ensure that this never happens and that BPA members are complying to their rule book.

Can anyone understand how 50% (47%) of tickets issued by Private Parking companies are proven wrong by POPLA ??

This is why the current system is non functional, it is flawed.
The petition to Government is based on these flaws and the desperate need for Private Parking companies to attempt to steal your hard earned money. Also do not forget the supermarkets part in all this, do you really want to spend money in a supermarket who then holds you in contempt

Folks, if you agree with this then please please sign this petition to Government so we can get REAL regulators such as the Financial Ombudsman who are 100% independent and put an end to these cowboy operatives.

    the government granted the right to charge a max of £100 , unlike the days of clamping , they also deemed that a 40% discount was applicable if paid within the required timeframe.


    the problem has been the magical £100 , and this was challenged in court.


    however several well paid judges thought the figure was acceptable , and was as much as they spend on lunch , whi9lst the rest of "the working class" have to manage with a £2.50 sandwich!

    It was actually £85 that was deemed 'reasonable' by the SC; £100 was never mentioned.

    Maybe, maybe not but this will explode and then the media will have their fun and if it is a scam, it will all be exposed
