Outrageous freeholder charge

I bought a leasehold flat earlier this year and the freeholder is Haringey Council. I plan to make fairly significant changes to the property and have applied for the necessary deed of variation to do this.
Haringey say they will grant this deed, but only if I pay them 25% of any added value to the property, plus their legal costs. This added value is worked out before my costs.
I might spend £60k and increase the value by £80k, in which case I'll be hit with a £20k bill from the Council. It seems totally outrageous.
Anyone have any experience in cases like this?

Did you buy directly from Haringey under RTB or from a previous owner?

I bought from a previous owner. I've spoken to an agency called the Leasehold Advisory Service - they've told me they think it's unreasonable and that I could take Haringey to the County Court. Obviously I'd like to avoid that if possible, but if I have to do it I want to make sure I've got all the available info out there.0

Wow, they really must be short of money in Haringey.:eek:
Perhaps a threat of court action might be enough to make them reconsider?
Have you spoken to others in the same block who have refurbished or remodelled?
Also, can you check to see if the previous owner was aware of this?0 -
I'm pretty sure that none of the other leaseholders have made changes and I suspect the previous owner had no plans to do so.
The really stupid thing is that it is to the freeholder's benefit if I spend money on and improve my flat. But by trying to charge me this amount they are in effect stopping me from doing it.0
