Hmz, when I want to do that, I just tell whatever software to print the pic as 35x45mm.
Example with XnView:
menu image->resize
Tick "Custom", type 3.5 in width, 4.5 in height, select "cm" as unit, and click "Ok".

I just resize the pictures and cut and paste to fit 8 pictures onto a standard 6" x 4" size, then get that printed as a normal photo (8 passport photos for 5p)

You can do that in MS Word. Import the pic once, resize it to 35x45mm. Then copy/paste it several time to fill one page, and print that page.

My local Tesco will print a single 6x4" photo in an hour, if not sooner! They have the self-service point where you can insert your memory card and order how many prints you want!

I usually then do my shopping and pick the photo(s) up afterwards!
