Insurance, maintenance and running costs of the vehicle are the responsibility of the winner from the date of ownership of the vehicle. The winner must arrange insurance and provide a full UK driving license on the date of collection.
Doesn't necessarily say it has to be the winner's driving license
You could 'provide' someone else's license ... well, that's what I would argue.

I cant drive, so i entered this one in my partners name, so if/when we win, he can show his license
