Do you subsidise pensioners who can't get stuff out of an attic to make it insulatable?

Who recommends?
If you are going to require specific improvements are done - are you going to be responsible for consequential property damage?

(Insulation in the wrong places can cause severe condensation inside the structure leading to damage)

The current energy policy is insane, with perverse incentives.

There are large numbers of unconnected subsidy policies that need to be integrated into one policy.

Wind/solar/oil/nuclear large scale subsidy.
Low rate VAT on fuel.
Reduced VAT on installation of energy saving materials.
RHI/FIT for microgeneration.
Winter fuel payments.

Green Deal
Subsidisation of high users by low users through first rate energy rates.
Free insulation schemes.

Bioethanol and biodiesel in transport fuels.
