Help To Buy - early transfer of funds?

Hi,

We are less than 10 days to completion on a new build property. Going through the usual pre-completion process we were slightly confused to find out that the developer had requested (and received) their funds from Help To Buy 2 months earlier (i.e. just after exchange).

Is it normal for funds to be released this early? Seems a bit odd as what if the sale fell through between exchange and completion (rare but can happen)?

    Our help to buy was transferred to our Solicitor the day before our completion date. Then on the completion date the money was transferred from our solicitor to the developer.
