council tax rebanding help please

in Reclaim mortgage fees, council tax, etc
Hi

I had a letter today saying my council tax band was band B as decided in 1991, however I am now classed as Band A. The effective date of alteration as stated on the letter is April 1993. I've paid band B council tax on this property since 2004 will i be refunded anything? I did ask for a rebanding 10 years ago and was told that it was correct in band B.

    You should receive a refund of all overpaid Council Tax
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales

    Great thanks. Any ideas how long it takes for a refund to come through? Checked with my neighbour and it is legit.
