Spilt water on the gas hob, now the electric oven does not work

Hi. I need your advice. I spilt a lot of water on my gas hob and cleared up what I saw. The next day or two water came out of the electric oven and now after letting it dry the oven won't work. My neighbour says the gas hob should have been sealed and not allowed the water to get into the electric oven installed separately below, so they think the landlord is responsible. Are gas hobs sealed to stop water getting inside? The oven worked fine before. Any advice appreciated either what to do or who is responsible from any qualified gas engineers or electricians out there.
