Cheaper passports for pensioners??

I visited my elderly aunt and uncle yesterday (in their 70's). They were complaining that they can't go on an holiday because the can't afford to pay out for new passports as well (£55 each they said?).
Am I correct in thinking that pensioners can get a shorter term passport much cheaper?

Many people made sacrifices during World War II to secure the freedom of our country. The British Government would like to give something back.
If you're a British national, born on or before 2nd September 1929, from 18th October 2004 you can apply for a free ten-year passport from the UK Passport Service.
If you have applied for a passport since 19th May 2004 and you're eligible for the above scheme, please apply for a refund.

Thanks for this, Unfortunately they are only 73 so don't qualify . they have to pay the full £51 :mad:0
