No system, no matter how good will still let people get around it. Like people who own companies taking a lower then normal wage so it looks like them earn a lot less. So pay less. Unfair but it all depends on who has the most amount of money. Which tends to be the fathers.
I do understand that it is hard when you have children and getting no support at all from the father. And yes for a lot woman there is no choice there partners leave them.
Make sure that you are claming all the benefits you are entitled. Also do not allow this to make you stressed. It is hard and the CSA make you feel like you are smacking your head against a brick wall. The person on the other end of the phone is only doing a job they did not invent the system. So please don't abuse them (not that I am saying you would).
I know the extra money would be helpful. But don't make yourself ill over it as your child needs you.
