I signed a tenancy renewal form with the letting agent which requested my intention to enter into a new rental agreement. However, I have now changed my mind. Is this signed renewal form legally binding and treated as though I've actually signed the new tenancy agreement even though I have yet do so? Thanks.

Probably. It sounds like an offer of a new contract which you accepted.
What exactly did it say?
And when does your current tenancy expire?

Hi. Thanks for the reply. It was a form which asked me to tick what type of contract I wish to enter into and then sign it. Options included vacating property or 6 month contract with or without break clause. Current contract ends in 2 month's time. In England. Thanks.0

Since more than one option is offered, then that does not appear to be a specific offer of a contract. It appears to be no more than a request for information regarding your preference.0

If you don't want to sign a new fixed term of say 6 or 12 months then tell the agents that.
If you have already signed a form then follow up your phone call with an email so they can't say you never informed them that you wish to go onto a periodic tenancy.
Maybe even a letter with pen and paper and proof of posting0
