    But you shouldn't be directly appealing this, your visitor should - although it's rather a moot point now as there's no viable appeal route via the IAS.

    The advice beyond this point is limited, whether you or the keeper appealed, our advice would be to ignore anything further other than real court papers, which you'll now be teed up deal with because of jumping in on this. However, if it did get to court, the current confusing state of things may confuse the court too - who knows?

    Turning to your visitor and them not speaking English - are they domiciled in the UK, or somewhere abroad? If the latter, there may be a bit of an 'out' available.

    Actually, it would be really amusing if this OP did appeal it in their name, being vague about who parked/not mentioning whose car it is.

    Then they could ambush the PPC later at IAS stage with evidence that in fact, they were neither the driver nor the keeper and therefore have no liability in law (proving this, at IAS stage, with a copy of the V5 showing the name of the actual keeper but with the address redacted).

    Even better if the OP cannot drive/is not allowed to drive and has evidence from their GP in that vein. I know I'm being hopeful!
