Aren't these two banks part publicly-owned?
Sounds to me like there's a severe lack of public interest by government.

It is in fact becoming increasingly impossible to apply for a basic bank account. A regular account has to be applied for first and then the basic bank account is offered if the regular bank account is not available to the applicant.You don't have to have credit problems to open a basic account, so it may be an account to consider if you're looking for a simple product that can help you manage money and won't allow you to go overdrawn.
In addition even a basic bank account is often not available to those who are bankrupt or have an IVA!
