There are several areas they need to think about, not just the headline line rental charge.
Inclusive call plans usually cover calls to geographic numbers starting 01 and 02 and non-geographic numbers starting 03. Some providers also cover calls to mobile numbers starting 071-075 and 077-079, but others - most notably, BT - do not. Following Ofcom's changes to mobile termination rates effective 1 April 2016, there is no reason why calls to mobile numbers should not be charged on the same basis as calls to landline numbers and 03 numbers.
Some providers have a category of numbers they call "non-mobile" numbers which are non-inclusive and charged at a higher rate than calls to mobile numbers. These look like mobile numbers. Indeed, the National Numbering Plan says that they are mobile numbers, but they are used for various automated or interactive services or by dial-through providers. Ofcom's changes to the rules for mobile termination rates, extending the cap on termination rates to cover all UK-allocated numbers starting 071-075 and 077-079, effective 1 May 2015, should have eliminated this anomaly.
There are many people who are on the wrong inclusive call plan for their needs. Landline phone providers have botched their marketing. They usually promote deals with 'free weekend calls' to keep the headline 'line rental and calls' price down. Weekday daytime calls to 01, 02 and 03 numbers on these deals are an extortionate 19p per call plus 11p per minute, or similar. Taking a weekend call plan or an evening and weekend call plan and then making two weekday, daytime calls per week, with each call lasting at least five minutes, usually costs more than taking the anytime unlimited calls call plan. There seems to be a very low level of awareness of the threshold where making the switch to an anytime deal becomes worthwhile. Where people are on the wrong call plan and running up large bills they are then left with the impression that 'landlines are expensive' when the correct analysis is 'you're on the wrong call plan'.
There appears to be a significant number of people who do not understand that calls to non-geographic numbers starting 03 are charged on the same basis as whatever you already pay for calls to geographic numbers starting 01 and 02. This hasn't been helped by several newspaper headlines that incorrectly described 03 numbers as premium rate. In reality, calls to 03 numbers are inclusive in allowances, else charged at geographic rate. The call charge is set entirely by the caller's phone provider. If you are paying a high rate for calls to 03 numbers, you're on an unsuitable call plan or with the wrong provider. There needs to be better awareness of where 03 numbers fit in the overall scheme of things.
I hope that Ofcom also addresses those issues over the coming months.
Calls to landline and mobile numbers allocated in Jersey, Guernsey and the Isle of Man are non-inclusive and charged at a higher rate than calls to landline and mobile numbers within the UK. This is due to those offshore numbers attracting a higher termination rate than when calling numbers within the UK. The regulators that have jurisdiction over those offshore allocations have subsequently set price caps on termination rates and the cap decreases on an annual basis. By September 2017 the termination rate for calls to numbers allocated offshore will be the same as the termination rate for numbers allocated within the UK. This is the point where UK providers should be able to routinely offer inclusive calls to landline and mobile numbers allocated in Jersey, Guernsey and Isle of Man on the same basis as calls to landline and mobile numbers allocated within the UK.0 -
People should be capable of deciding what calls package is to their advantage, as providers give price list for calls.
However, Sky's latest offer on inclusive line, broadband and Talk, could confuse some who think that this means inclusive calls, but is, in fact, full pay as you go.0 -

It takes just two short calls per week (7 minutes each) or two long calls per month (35 minutes each) made on weekdays during the day to justify having an anytime call plan rather than a weekend call plan or an evening and weekend call plan.0 -

It doesn't seem to occur to some that it's worth bothering to compare, rather like those who pay full price for phone, broadband and tv, without thinking of haggling.(I know someone who won't haggle, even though it's been pointed out that they could save a lot of money every month.0 -
" Virgin Media has today taken Ofcom’s new probe into the cost of landline rental to heart and announced the launch of a new “Talk Protected” plan, which will freeze the price of line rental at £17.99 per month for its elderly and disabled phone-only customers.
Customers currently on Virgin Media’s phone-only plans (NOT their broadband and or TV bundles), specifically those who are over the age of 65 or have additional accessibility needs (e.g. hearing, sight, speech and mobility issues), will be upgraded to the new tier from January 2017.
Eligible customers will also receive £5 off of other Virgin Phone plans, such as Talk More Anytime and Talk More International Anytime, as well as a few additional benefits.
Talk Protected Features
* Inclusive evening and weekend calls to UK landlines and mobiles
* Inclusive calls to 0845 and 0870 numbers and directory enquires (118 180)
* Paper billing at no extra cost
* Caller display at no extra cost
* Voicemail at no extra cost
* Flexible payment options
The new product is effectively a social tariff, albeit one that’s not as cheap as BT’s Basic service (£5.10 every month, including £1.50 to spend on calls and free weekend calls to 0845 & 0870 numbers). On the other hand you do get more free calls and features with ‘Talk Protected’, although BT Basic is also available to those on various kinds of state support (e.g. Jobseeker’s Allowance) and they allow it to be used with broadband."

People who are retired are around during the day to make calls so offering them an evening and weekend call plan as the first option is highly inappropriate. These are just the sort of people for whom an anytime call plan is the most cost effective.
It is good to see inclusive calls to mobile numbers. The inclusive 0845 and 0870 calls are largely redundant given that these numbers are now banned for customer services, financial services and public services.
It is worth remembering that BT offers Home Phone Saver for £21.99 per month. This deal includes line rental and anytime calls to numbers starting 01, 02 and 03 along with half price (6.5p per minute) calls to mobile numbers. It also has Caller ID and Voicemail and several other features included. For the foreseeable future it also includes calls to 0845 and 0870 numbers.
BT Home Phone Saver is much cheaper than the standard line rental and anytime calls deal and is available only to those who do not have broadband or who have broadband with some other provider.
For those making calls, BT Basic can soon work out expensive in comparison.0 -

Spotted it one second after posting, then lost coverage for more than five minutes.
I have corrected it.0 -
Why do they need to set up a probe?
They can clearly see that line rental prices have risen a lot faster than inflation and the wholesale line rental price has dropped. Make it £12 or even £10, job done.
If you want caller display, voicemail, calls, you pay more.
Crazy when you consider you can buy a mobile for £20, then use it with a 500mins a month sim only plan for £5. Just buy a home phone that accepts a sim and don't have a landline.0
