The whole approach to nuisance calls over the last decade or more has been seen to fail - the number of nuisance calls continues to rise.
The number of complaints runs into millions. The number of penalties issued by the ICO is in single figures. In many cases, they are the wrong regulator for the job.
There's a basic tolerance in law of companies making unsolicited calls, and yet you would be hard-pressed to find anyone who welcomes receiving them.
The nonsense about 'consent' also confuses the issue. No-one ever 'consents' to receiving calls from organisations they have never heard of.
The Claims Management Regulator does not allow the companies they regulate to pound the streets and knock on people's doors touting for business. It would be a simple matter to extend the ban to cover usage of the telephone to drum up business. Such regulation would cover the companies themselves and their agents and would bring the issue rapidly to a close.
