People claiming cash were getting all they were entitled to and those taking vouchers were getting a bonus, surely the MSE advice should have been to take the refund in vouchers.
Best thing FGW could do now is simply offer the minimum refund required however it is taken.0 -

As somebody who might use a train once in 10 years (or more), a voucher's of no use whatsoever.0
