    People claiming cash were getting all they were entitled to and those taking vouchers were getting a bonus, surely the MSE advice should have been to take the refund in vouchers.
    Best thing FGW could do now is simply offer the minimum refund required however it is taken.

    It wasn't a "bonus". It is in their Passenger's Charter, which is part of the franchise agreement.

    As somebody who might use a train once in 10 years (or more), a voucher's of no use whatsoever.
