Raise the congestion charge to £50 per day, then give every car registered in London (but not in the zone) 5 free days per year, and cars registered outside London 2 free days per year.0

I have no problem with registering my car for automatic payment by credit card, PayPal, or even deduction from Oyster. The problem is when somebody clones your number plate, and slaps it on a car that's the same model and colour.
Solutions:
1. Get a Tracker device.
2. Get a Blackbox insurance policy, that is willing to release your location history. Not always easy, as they may only keep the data for a short period of time, and then there's privacy issues so you need to give consent. Or they could just be too lazy to find it from a backup, because the computer operator who knows how is on holiday.
3. Sell advertising so your car has distinctive decals that is hard to mistake.0
