I think you should make a complaint to DVLA that PE have been given your details when DVLA should have given the new owner's. The fact that they failed to update their records on time isn't your problem - you did correctly what you legally had to do.
The DVLA forward all these types of PPC-related complaints to the BPA to follow up and report back to them their findings - that may get the BPA chasing PE and help your case - all in their pursuit of 'Driving up Standards' (ho ho).

There's a third choice. He should also find out where this car park is and urgently complain to the landowner/managing agent or Supermarket who have allowed PE on site and tell them if he ends up out of pocket he'll sue them for more. He should explain the background and if it's a national chain of stores he should give the CEO (or landowner/managing agent if a multi-store retail/leisure car park) seven days maximum to get this cancelled.
Also to the OP you are already out of pocket as you are using recorded delivery every time when surely you can do all this online (MoneyClaim Online)?

Have to agree with Peter, I would suspect a pretty high turnover in staff at these companies. The employees probably believe they are doing a real job, some there probably deserve a we bit of bad karma but wishing on them a serious illness is way too much!0
