No idea who it is but, from a BT landline, it's charged at 'd' rate - 16.71p/minute peak and 9.85p/minute incl. VAT at other times.

Now I see where you're coming from.

I reckon it's more likely to be CLI dumping as it's known. That's a common scam these days - a one ring 'missed call' on you mobile and an 070 number left. You've got inclusive minutes and it's a mobile number - so you just ring back without thinking.

Wrong! It looks like a mobile number but the third digit's a zero and the number is really a 'personal number'. Effectively, it's a premium rate number which is not included in mobile contracts' inclusive minutes and they wanted you to ring back so they could take their cut of the high call charge you have to pay.

Ofcom are (supposedly) considering moving these personal numbers to the 06 range but, as is usual with Ofcom, nothing's going to happen in a hurry (if at all).
