They will be baby plants, from cuttings, not bulbs.
You need to find out if they are hardy or not, and if they are not you'll need to cover them up after cutting back for winter.
My FIL used to be a champion fuscia grower. I only ever managed to keep the hardy ones he gave me alive.0 -
