New rented aparement and E7 - Advice please

Hi,
As regulars on the DFW board will be aware, I am currently considering a move from my little rented bedsit into a 1 bed apartment in a brand new development.
The apartment has no gas supply at all, and thus everything is electric. The hot water is provided by immersion heater and the heating my storage heaters.
Obviously my best course of action would seem to be economy 7, and the apartments seem to have E7 meters fitted as standard.
Would the apartment already have a 'supplier' when I move in? (The lights and such work now, so I'm guessing there is a supply) Do I need to stay with this supplier? How do I find out who is the supplier?
Also, can anybody give me a rough idea of what they are paying in a similar situation? (Single person, out of flat for 10hrs per day, basic electirc equipment).
