Underfloor heating electric or combi boiler advice

Hi I would like to install underfloor heating , the flat I am purchasing has concrete floors. What would be the most economic and energy efficent, electric or water? I would like to have it through out the flat rather than just the bathroom and kitchen. Does the floor heating generate enough heat to make the rooms warm and cosy, thinking of winter nights in the living room!? Is there a good spec I should seek? Is it ok with carpets?

Electricity costs 4x that of gas per KW. The only way an electrical heat source can approach the lower price of gas is by using heat pump technology (effectively reverse air con) but it still wont be a cheap to run as a A rated gas combi.
I would only consider using electricity for underfloor tiling (to heat the tiles not the room) which is relatively easy and cheap to install.
