Parking fine appeal

Does anyone have some offical letter (doc) that I can use as a template in order to appeal against a parking fine, while I was unloading a vehicle outside a pub. Lorries (dray men) park there all the time to unload. But I get a ticket for being there for 4 minutes. It took 20 minutes to write the ticket out. We had finished unloading in 4 minutes

However, sometimes it's best just to admit your wrong and pay the fine! This isn't a parking fine appeals website!

I have just posted cheques for the fine. However I am going to write a letter. One, as an appeal as I and the people that were present at the time feel it unjust. Two, to write a letter to my local newspaper regarding the incident. We are trying to raise awareness for a charity supporting street kids in India and the Philipines. But now moeny has to go to pay the fine instead.0

I once appealed against a Parking Fine - but put the cheque and the letter at the same time.
Not sure a letter afterwards, once they have started to cash the cheque, will be beneficial to appeal. Write to the paper though, publicity would be good!
