How does new visa procedure for America work?

My passport was issued in 1999 and I remember being able to fill in a Visa application on the plane. Now things have changed I am unsure how things work now.
Can I use my old passport and just fill in a piece of paper? If so how much does that cost and does it take long to process?
Or should I get those new passports which let me into the visa waiver programme which I imagine is expensive but may be quicker in getting things resolved.
The problem is I need to fly out on the 13th Januray so don't have much time with the xmas period coming up!

Assuming you don't have a criminal record, all you will have to do is fill out a Visa waiver form on the plane/ship.
Doesn't cost anything - except time standing in a queue at the US end0 -
Don't worry, all you need to do is fill out a visa waiver on the plane, no fee, as long as you haven't got any convictions etc!0

as has already been said your 1999 machine readable ( all UK passports after 1992are machine readable) qualifys for the visa waiver program.
just don,t mention any petty traffic offences or arrests when you get to border control. they have no way of checking anyway.Better in my pocket than theirs :rotfl:0 -

chipped ones will be the norm in a few years for entry to usa . so we are kind of between the 2 right now. all new ones will be bio metric chipped from now on but people on older ones still need to be able to get in. without flooding the US embassy for visa requests

Alll the previous comments apply to a short stay holiday and arriving in the US by 'common carrier' ie, public scheduled air flight or public cruise liner..
If you are a British citizen and wish to stay between 90 days and 6 months , you cannot enter the US by completing a visa waiver card on the plane or at the airport.
You must previously apply to the US embassy and obtain a visa; which is stamped into your passport.
